គណបក្សភ្លើងទៀនចូលរួមអបអរសាទរខួបគម្រប់៣១ឆ្នាំ នៃកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីស ស្តីពីកម្ពុជា (២៣ តុលា ១៩៩១ – ២៣ តុលា ២០២២) ដែលជាកិច្ចព្រមព្រៀងជាប្រវត្តិសាស្ត្រ ដែលបាននាំមកនូវគ្រឹះ នៃសន្តិភាព ការផ្សះផ្សាជាតិ ការបង្រួបបង្រួមជាតិ ការគោរពសិទ្ធិមនុស្ស លទ្ធិប្រជាធិបតេយ្យសេរីពហុបក្ស ការអភិវឌ្ឍន៍ អធិបតេយ្យភាព និងបូរណភាពទឹកដី នៃព្រះរាជាណាចក្រកម្ពុជា។

ទោះបីមានការធានា និងការសន្យាជាឱឡារឹក របស់បណ្តាប្រទេសជាហត្ថលេខីនៃកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីស ក្នុងការបំពេញកាតព្វកិច្ច និងអនុវត្តកិច្ចព្រមព្រៀងក៏ដោយ ក៏ក្នុងរយៈពេល៣១ឆ្នាំកន្លងមកនេះ ស្មារតីនៃកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីស ២៣ តុលា ១៩៩១ មិនត្រូវបានគោរព និងអនុវត្ត បានពេញលេញឡើយ។ ជាការកត់សម្គាល់ គណបក្ស ភ្លើងទៀន មើលឃើញថា៖

-អធិបតេយ្យភាព ឯករាជ្យភាព បូរណភាព និងភាពមិនអាចរំលោភបាននៃដែនដី អព្យាក្រឹតភាព ឬឯកភាពជាតិនៃកម្ពុជា នៅតែត្រូវទទួលរងនូវការគំរាមកំហែង និងការរំលោភបំពានជាបន្តបន្ទាប់។

– ប្រព័ន្ធយុត្តិធម៌សង្គម (តុលាការឯករាជ្យ) ពុំត្រូវបានបង្កើតឡើងស្របតាមឧបសម្ព័ន្ធទី៥ ចំណុចទី៥ នៃកិច្ចព្រមព្រៀងឡើយ។

– ការគោរពសិទ្ធិមនុស្ស លទ្ធិប្រជាធិបតេយ្យសេរីពហុបក្ស ការផ្សះផ្សាជាតិ និងការបង្រួបបង្រួមជាតិ បានធ្លាក់ចុះយ៉ាងគំហុក នៅក្នុងរយៈពេលប៉ុន្មានឆ្នាំចុងក្រោយនេះ។

គណបក្សភ្លើងទៀន សូមអំពាវនាវយ៉ាងទទូចដល់បណ្តាប្រទេសហត្ថលេខីនៃកិច្ចព្រមព្រៀង ជាពិសេសអង្គការសហប្រជាជាតិ ចូលរួម និងជំរុញឲ្យមានការអនុវត្តស្មារតីនៃកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីស ២៣ តុលា ១៩៩១ ឲ្យបានពេញលេញ ដើម្បីស្ដារលទ្ធិប្រជាធិបតេយ្យ ការគោរពសិទ្ធិមនុស្ស សិទ្ធិសេរីភាពប្រជាពលរដ្ឋ និងការរៀបចំការបោះឆ្នោតឆ្នាំ ២០២៣ ខាងមុខ ឲ្យប្រព្រឹត្តទៅដោយសេរី ត្រឹមត្រូវ និងយុត្តិធម៌។

គណបក្សភ្លើងទៀន ប្តេជ្ញាអនុវត្តខ្លឹមសារនៃកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីស ២៣ តុលា ១៩៩១ឱយបានពេញលេញជាដាច់ខាត នៅពេលដែលគណបក្សបានទទួលជ័យជំនះក្នុងការបោះឆ្នោតឆ្នាំ ២០២៣ ខាងមុខ។

Statement

The Candle Light Party celebrates the 31st anniversary of the Paris Peace Accord on Cambodia (October 23, 1991 – October 23, 2022), a historic agreement that laid the foundations of peace, national reconciliation, national unity and respect for human rights, liberal democracy, pluralism, development, sovereignty and territorial integrity of the Kingdom of Cambodia.

Despite the solemn assurances and promises of the signatories to the Paris Peace Accords to fulfill their obligations and implement them, for the past 31 years, the spirit of the Paris Peace Agreement of October 23, 1991 has not been fully respected and implemented. As noted, the Candle Light Party observes following:

• -Sovereignty, independence, integrity and inviolability of the territory, neutrality or national unity of Cambodia continue to be threatened and abused.
• -The social justice system (independent court) has not been established in accordance with Annex 5, point 5 of the Agreement.
• -Respect for human rights, liberal democracy, pluralism, national reconciliation and national unity has deteriorated sharply in recent years.

The Candlel Lght Party urges all signatories to the agreement, especially the United Nations, to join and push for the full implementation of the spirit of the Paris Peace Agreement of October 23, 1991 to restore democracy, respect for human rights and freedoms, and the organizing of the upcoming 2023 election to be free, fair and just.

The Candle Light Party is committed to fully implement the content of the Paris Peace Agreement of October 23, 1991 when the party wins the upcoming 2023 election.
